The Commissioner for Entrance Examinations, Thiruvananthapuram, has invited applications for admission to the five-year L.L.B. course offered at the government law colleges at Barton Hill, Thiruvananthapuram (80 seats), Ernakulam (80 seats) and Kozhikode (80 seats). Tamil Nadu Agricultural University, Coimbatore, has invited applications for admission to masters programmes, Ph. TNAU is also offering a dual-degree masters programmes in food processing and marketing and biotechnology and business management jointly with Cornell University, U.S. The students admitted for masters programme have the option of pursuing the degree - MPS (Master of Professional Studies) - in Food Science and Plant Breeding at Cornell University. The programmes are being offered at the university as well as its constituent colleges in Coimbatore, Madurai and Mettupalayam, according to C. To overcome the shortage of qualified doctors, the Central government has increased the ceiling on MBBS seats in a government medical college from 150 to 250, provided the hospital has a bed capacity of 1,000 or more. The increase in the ceiling will come into effect in the 2011-12 academic session. "But the raise in the ceiling is not automatic; it is subject to verification of infrastructure and human resource," Health and Family Welfare Minister Ghulam Nabi Azad. Thanks to the decision, the intake in the 37 government medical colleges across the country will go up by 3,700 seats a year. The private sector colleges can increase the intake in the next academic session. Mr. Azad said the Ministry was awaiting the response of the corporate sector to its proposal of corporate houses opening medical colleges. If corporate houses, including big hospitals, showed interest in opening medical colleges, the number of seats at the entry point would go up. The response would be known in August when applications were due for grant of permission to set up colleges or enhance the number of seats. "I will also be writing to the State governments to enhance the retirement age of the faculty in medical colleges to overcome the shortage of teachers. The retirement age in the Central government institutions has already been raised to 65 years, while in a majority of the States the limit is 58 years. In Kerala, it is the lowest, at 55 years," Mr. Azad said. Besides rolling out a plan for adding 10,000 postgraduate seats in phases, the Ministry has relaxed the norms for the medical colleges to apply for postgraduate seats. The colleges can now apply for postgraduate courses in the third year of their existence. Earlier, they could apply only after five years. Of the 10,000 postgraduate seats, 4,000 were added, while the rest would be created in the coming years. High on the Ministry's agenda is the setting up of one national and eight regional institutes of paramedical sciences. The institutes would cost close to Rs. 1,000 crore and turn out 10,000 more paramedical staff every year. |

Law graduates passing out from this year and intending to take up legal practice will have to pass an all-India Bar examination to be conducted by the Bar Council of India on December 5. Every graduate after enrolment as lawyer in the respective State Bar Council will have to clear this examination, which will test skills and basic knowledge critical for a new entrant to the profession. Eligibility check' It is intended to check for eligibility, rather than expertise,BCI Chairman and Solicitor-General Gopal Subramaniam said here on Wednesday, after launching the BCI's Vision Statement 2010-2012, which addresses the challenges before the legal profession and creating solutions. The examination would be held once in six months and anyone failing in the first test could re-appear. A legal consultancy firm, Rainmaker, will assist the BCI in conducting and managing the test in nine languages and in preparing the material for the test, for which it would collect Rs. 1,300 from each candidate.? Mr. Subramaniam said: ?The Indian legal profession consists of approximately 11 lakh registered advocates, around 1,000 law schools and approximately 5 lakh law students. Every year, approximately 60,000 law graduates join the legal profession.? Asked whether the BCI had taken permission from the Human Resource Development Ministry for conducting the test, Mr. Subramaniam said the council, as a statutory body, was not dependent on its approval. On entry of foreign lawyers, Mr. Subramaniam said the BCI was opposed to it. Unlike in other countries, in India there was a standard of practice maintained by lawyers and they were not governed by earning money alone. ?The stage of allowing foreign lawyers has not yet come.? The BCI was open to a debate on this issue. Bill on legal education Talking to journalists, Law Minister Veerappa Moily said the Bill proposed by the HRD Ministry, touching on certain aspects of legal education, would be taken up at an inter-ministerial meeting and differences sorted out. He said the legal profession was governed by the Advocates Act and no Bill would be possible without amending the Act. BCI Vice-Chairman R. Candidates who wish to apply offline must apply in the Common application form devised by the Commission for its examinations, which can be purchased from the designated Head post Offices/Post Offices (specified in Appendix-III of the Notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty Only). Each such Form can be used only once and only for one examination. In case of any difficulty in Application Forms from the designated HPOs/POs, the candidates should immediately contact the concerned post Master or UPSC's "FORMS SUPPLY MONITORING CELL" over Telephone No. 011-23389366/FAX No. 011-23387310. Candidates are advised to read carefully the "Instructions for filling up the Application form"given in Appendix of this Notice. 3. LAST DATE FOR RECEIPT OF APPLICATIONS : All offline applications must reach the "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi - 110069" either by hand or by Post/Speed Post or by Courier, on or before the 2nd March, 2010. However, in respect of candidates residing abroad or in certain remote localities specified in Para 6 of this Notice the last date for receipt of applications by Post/Speed Post only (not by Hand or by Courier) is 9th March, 2010. 4. PENALTY FOR WRONG ANSWERS (In Objective Type Papers) : Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers. 5. The Commission also has Website at address : http://www.upsc.gov.in over which the candidates can obtain details of the examination as well as information about registration of their applications, venue of the examination and results etc. 6. SPECIAL INSTRUCTIONS: Candidates are advised to read carefully the instructions/guidelines for filling up the Application Form (Appendix II) and "Special Instructions to the candidates for "Conventional Type Tests and Objective Type Tests" (Appendix IV) (Part A and Part B) 7. Mobile Phone Not Allowed: (a) Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations. (b) Candidates are advised in their own interest not to bring any of the banned item including mobile phones/pagers to the venue of the examination, as arrangement for safekeeping can not be assured. 8. Candidates are advised not to bring any valuable costly items to the Examination Halls, as safe keeping of the same cannot be assured. Commission will not be responsible for any loss in this regard. Eligibility Conditions: (I) Nationality: A candidate must be either: (a) a citizen of India, or (b) a subject of Nepal, or (c) a subject of Bhutan, or (d) a Tibetan refugee who came over to Indian before the 1st January, 1962 with the intention of permanently settling in India, or (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued by the Government of India. (II) Age Limits: (a) A candidate for this examination must have attained the age of 21 years and must not have attained the age of 30 years on the 1st August, 2010 i.e. he must have been born not earlier than 2nd August, 1980 and not later than 1st August, 1989. (b) The upper age-limit of 30 years will be relaxable upto 35 years in the case of Government servants of the following categories, if they are employed in a Department/Office under the control of any of the authorities mentioned in column 1 below and apply for admission to the examination for all or any of the Service(s)/Posts mentioned in column 2, for which they are otherwise eligible. (i) A candidate who holds substantively a permanent post in the particular Department/Office concerned. This relaxation will not be admissible to a probationer appointed against a permanent post in the Department/Office during the period of his probation. Note (I)-Candidates belonging to the Scheduled Castes and the Scheduled Tribes and the Other Backward Classes who are also covered under any other clauses of Para 3 (II)(c) above, viz. those coming under the category of Ex-servicemen, persons domiciled in the State of J & K, blind, deaf-mute and orthopaedically handicapped etc. will be eligible for grant of cumulative age-relaxation under both the categories. Note (II)-The term ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time. Note (III)-The age concession under Para 3(II)(c)(v) and (vi) will not be admissible to Ex-Servicemen and Commissioned Officers including ECOs/SSCOs, who are released on own request. Note (IV)-Notwithstanding, the provision of age-relaxation under Para 3(II)(c)(vii) above, a physically handicapped candidate will be considered to be eligible for appointment only if he/she (after such physical examination as the Government or appointing authority, as the case may be, may prescribe) is found to satisfy the requirement of physical and medical standards for the concerned Services/posts to be allocated to the physically handicapped candidates by the Government. N.B.-The candidature of a person who is admitted to the examination under the age concession mentioned in Para 3(II)(b) above shall be cancelled if, after submitting his application he resigns from service or his services are terminated by his department/office either before or after taking the examination. He will, however, continue to be eligible if he is retrenched from the Service or post after submitting his application. A candidate who after submitting his application to the department is transferred to other department/office will be eligible to compete under departmental age concession provided his application has been forwarded by his parent department. SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED. The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to matriculation or in an extract from a Register of matriculates maintained by a University and that extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate. These certificates are required to be submitted along with the detailed applications which will be required to be submitted by the candidates who qualify on the result of the written part of the examination. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted. The expression Matriculation/Secondary Examination Certificate in this part of the instruction includes the alternative certificates mentioned above. NOTE 1:- CANDIDATES SHOULD NOTE THAT ONLY THE DATE OF BIRTH AS RECORDED IN THE MATRICULATION/SECONDARY EXAMINATION CERTIFICATE OR AN EQUIVALENT CERTIFICATE ON THE DATE OF SUBMISSION OF APPLICATION WILL BE ACCEPTED BY THE COMMISSION AND NO SUBSEQUENT REQUEST FOR ITS CHANGE WILL BE CONSIDERED OR GRANTED. NOTE 2:- CANDIDATES SHOULD ALSO NOTE THAT ONCE A DATE OF BIRTH HAS BEEN CLAIMED BY THE THEM AND ENTERED IN THE RECORDS OF THE COMMISSION FOR THE PURPOSE OF ADMISSION TO AN EXAMINATION, NO CHANGE WILL BE ALLOWED SUBSEQUENTLY (OR AT ANY OTHER EXAMINATION OF THE COMMISSION) ON ANY GROUNDS WHATSOEVER. NOTE 3. CANDIDATES SHOULD EXERCISE DUE CARE WHILE ENTERING THEIR DATE OF BIRTH IN COLUMN 8 OF THE APPLICATION FORM. IF ON VERIFICATION AT ANY SUBSEQUENT STAGE, ANY VARIATION IS FOUND IN THEIR DATE OF BIRTH FROM THE ONE ENTERED IN THEIR MATRICULATION OR EQUIVALENT EXAMINATION CERTIFICATE, DISCIPLINARY ACTION WILL BE TAKEN AGAINST THEM BY THE COMMISSION UNDER THE RULES. (III) Minimum Educational Qualification: For admission to the examination, a candidate must have- (a) obtained a degree in Engineering from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956; or (b) passed Section A and B of the Institution Examinations of the Institution of Engineers (India); or (c) obtained a degree/diploma in Engineering from such foreign University/College/Institution and under such conditions as may be recognised by the Government for the purpose from time to time, or (d) passed Graduate Membership Examination of the Institute of Electronics and Telecommunication Engineers (India); or (e) passed Associate Membership Examination Parts II and III/Sections A and B of the Aeronautical Society of India; or (f) passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London held after November, 1959. Provided that a candidate for the post of Indian Naval Armament Service (Electronics Engineering Posts and Engineer Group 'A' in Wireless Planning and Coordination Wing/Monitoring Organisation) may possess any of the above qualifications or the qualification mentioned below namely:- M.Sc. degree or its equivalent with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special subject. NOTE-1-A candidate who has appeared at an examination the passing of which would render him educationally qualified for this examination, but has not been informed of the result, may apply for admission to the examination. A candidate who intends to appear at such a qualifying examination may also apply. Such candidates will be admitted to the examination, if otherwise eligible, but their admission would be deemed to be provisional and subject to cancellation, if they do not produce proof of having passed the requisite qualifying examination alongwith the detailed applications which will be required to be submitted by the candidates who qualify on the result of written part of the examination. NOTE-2-In exceptional cases, the Commission may treat a candidate, who has not any of the qualifications prescribed in this rule, as educationally qualified provided that he has passed examinations conducted by other institutions the standard of which in the opinion of the Commission justifies his admission to the examination. NOTE-3-A candidate who is otherwise qualified but who has taken a degree from a foreign University which is not recognised by Government, may also apply to the Commission and may be admitted to the examination at the discretion of the Commission. (iv) Physical standards Candidates must be physically fit according to physical standards for admission to Engineering Services Examination, 2010 as per guidelines given in Appendix-II of the rules for the Engineering Services Examination, 2010 published in the Gazette of India Extraordinary dated 30th January, 2010. 4. FEE: A candidate seeking admission to Examination must pay to the Commission a fee of Rs. 100.00 (Rupees One hundred only) through a single Central Recruitment Fee stamp. Central Recruitment Fee Stamp of the requisite denomination. Central Recruitment Fee Stamp (NOT postage stamps) must be obtained from the post office and affixed on the application form in the space provided therein. The stamp may be got cancelled from the issuing Post Office with the date stamp of the post office in such a manner that the impression of the cancellation mark partially overflows on the application form itself but within the space provided on the form. The impression of the cancellation mark should be clear and distinct to facilitate the identification of date and the Post Office of issue. Candidates residing abroad should deposit the prescribed fee in the office of India's High Commissioner, Ambassador or representative abroad as the case may be for credit to account head "051-Public Service Commission-Examination Fees" and attach the receipt with the application. APPLICATION NOT COMPLYING WITH THIS REQUIREMENT WILL BE SUMMARILY REJECTED. ALL FEMALES CANDIDATES AND CANDIDATES BELONGING TO SCHEDULED CASTE/SCHEDULED TRIBE/PHYSICALLY HANDICAPPED CATEGORIES ARE EXEMPTED FROM PAYMENT OF FEE. NO FEE EXEMPTION IS, HOWEVER, AVAILABLE TO OBC CANDIDATES AND THEY ARE REQUIRED TO PAY THE PRESCRIBED FEE IN FULL. Physically handicapped persons are exempted from the payment of fee provided they are otherwise eligible for appointment to the Services/posts to be filled on the results of this examination on the basis of the standards of medical fitness for these Service/posts (including any concessions specifically extended to the physically handicapped). A physically handicapped candidate claiming age relaxation/fee concession will be required by the Commission to submit along with their detailed application form, a certified copy of the certificate from a Government hospital/Medical Board in support of his claim for being physically handicapped. NOTE: Notwithstanding the aforesaid provision for age relaxation/fee exemption, a physically handicapped candidate will be considered to be eligible for appointment only if he (after such physical examination as the Government or the appointing authority, as the case may be, may prescribe) is found to satisfy the requirements of physical and medical standards for the concerned Services/Posts to be allocated to Physically Handicapped candidates by the Government. ‘Postage Stamps' will in no case be accepted in lieu of Central Recruitment Fee stamp. CANDIDATES SHOULD NOTE THAT THE FEE SENT THROUGH BANK DRAFT, INDIAN POSTAL ORDERS, MONEY ORDER, CROSSED CHEQUE, CURRENCY NOTES OR TREASURY CHALLAN ETC. WILL NOT BE ACCEPTED BY THE COMMISSION AND SUCH APPLICATIONS WILL BE TREATED AS WITHOUT FEE AND WILL BE SUMMARILY REJECTED. Note (i) : Applications not accompanied by the Prescribed Fee (Unless remission of fee is claimed) shall be summarily rejected. Note (ii) : Fee once paid shall not be refunded under any circumstances nor can the fee be held in reserve for any other examination or selection. Note (iii):- If any candidate who took the Engineering Services Examination held in 2009 wishes to apply for admission to this examination, he must submit his application so as to reach the Commission's Office by the prescribed date without waiting for the results or an offer of appointment. 5. HOW TO APPLY: (a) The Commission proposes to make available online application submission for Engineering Services Examination 2010 from 6th February to 22nd February 2010 for which a separate notice is to be issued. (b) The UPSC have developed an application form common for all their examination which will be processed on computerised machines. This application form along with an Information Brochure containing general instructions for filling up the form, an acknowledgement card and an envelope for sending the application is obtainable from the designated Head Post Offices/Post Offices throughout the country as listed in Appendix-III of Notice against cash payment of Rs. 20/- (Rupees twenty only). Form should be purchased from the designated Post Offices only and not from any other agency. This form can be used only once and for only one examination. Candidates who wish to apply offline must use the form supplied with the Information Brochure only and they should in no case use photocopy/reproduction/unauthorisedly printed copy of the Form. Since this form is electronically scannable, due care should be taken to fill up the application form correctly. While filling up the application form, please rear to detailed instructions given in Appendix-II of this Notice. The candidate should also fill up in the relevant places of the Acknowledgement Card, their Application Form Number (8-digit) and the name of the Examination. The applicants are required to affix the postage stamp of Rs. 6/- on the Acknowledgement Cards and send the same alongwith application form to UPSC. If an applicant fails to affix the postage stamp of requisite amount his acknowledgement card will not be despatched and Commission will not be responsible for non-receipt of acknowledgement card by the applicant. The duly filled in application form and the acknowledgement card should then be mailed in the special envelope supplied with the Information Brochure. The candidate should also write the name of Examination viz. "Engineering Services Examination, 2010" on the envelope before despatching it to "Secretary, Union Public Service Commission, Dholpur House, New Delhi-110069". (c) All candidates, whether already in Government Service, or in Government owned industrial undertakings or other similar organisations or in private employment, should submit their applications direct to the Commission. If any candidate forwards his application through his employer and it reaches the Union Public Service Commission late, the application, even if submitted to the employer before the closing date, will not be considered. Persons, already in Government service whether in a permanent or temporary capacity or as work-charged employees other than casual or daily rated employees or those serving under public enterprises are, however, required to submit an undertaking that they have informed in writing their Head of Office/Department that they have applied for the Examination. Candidates should note that in case communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the Examination, their application will be liable to be rejected/candidature will be liable to be cancelled. Note 1: WHILE FILLING IN HIS APPLICATION FORM, THE CANDIDATE SHOULD CAREFULLY DECIDE ABOUT HIS CHOICE FOR THE CENTRE AND ENGINEERING DISCIPLINE FOR THE EXAMINATION. MORE THAN ONE APPLICATION FROM A CANDIDATE GIVING DIFFERENT CENTRES AND OR ENGINEERING DISCIPLINE WILL NOT BE ACCEPTED IN ANY CASE. EVEN IF A CANDIDATE SENDS MORE THAN ONE COMPLETED APPLICATION, THE COMMISSION WILL ACCEPT ONLY ONE APPLICATION AT THEIR DISCRETION AND THE COMMISSION'S DECISION IN THE MATTER SHALL BE FINAL. IF ANY CANDIDATE APPEARS AT A CENTRE ENGINEERING DISCIPLINE OTHER THAN THE ONE INDICATED BY THE COMMISSION IN HIS ADMISSION CERTIFICATE, THE PAPERS OF SUCH A CANDIDATE WILL NOT BE VALUED AND HIS CANDIDATURE WILL BE LIABLE TO CANCELLATION. Note 2. SINCE THESE APPLICATION FORMS ARE TO BE PROCESSED IN A COMPUTERISED SYSTEM, DUE CARE SHOULD BE TAKEN BY THE CANDIDATES TO FILL UP THEIR APPLICATION FORM CORRECTLY. NECESSARY INSTRUCTIONS FOR FILLING UP THE FORM MAY BE SEEN AT APPENDIX II. NO COLUMN OF THE APPLICATION SHOULD BE LEFT BLANK. INCOMPLETE OR DEFECTIVE APPLICATIONS SHALL BE SUMMARILY REJECTED. NO REPRESENTATION OR CORRESPONDENCE REGARDING SUCH REJECTION SHALL BE ENTERTAINED UNDER ANY CIRCUMSTANCES. CANDIDATES ARE NOT REQUIRED TO SUBMIT ALONG WITH THEIR APPLICATIONS ANY CERTIFICATES IN SUPPORT OF THEIR CLAIMS REGARDING AGE, EDUCATIONAL QUALIFICATIONS, SCHEDULED CASTES/SCHEDULED TRIBES/OTHER BACKWARD CLASSES AND PHYSICALLY HANDICAPPED ETC. The candidates applying for the Examination should ensure that they fulfill all the eligibility conditions for admission to the Examination. Their admission at all the stages of examination for which they are admitted by the Commission viz. Written Examination and Interview Test will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after the Written examination or Interview Test, it is found that they do not fulfill any of the eligibility conditions, their candidature for the Examination will be cancelled by the Commission. Candidates are requested to keep ready the attested copies of the following documents for submission to the Commission soon after the declaration of the results of the written Examination which is likely to be declared in the month of December, 2010. 1. Certificate of Age. 2. Certificate of Educational Qualification. 3. Certificate in support of claim to belong to Scheduled Caste, Scheduled Tribe and Other Backward Classes, where applicable. 4. Certificate in support of claim for age/fee concession, where applicable. Immediately after the declaration of the written results successful candidates will be sent a form by the Commission requiring additional information to be furnished. Attested copies of the above mentioned certificates will have to be sent to the Commission at that time. The originals will have to b produced at the time of interview. If any of their claims is found to be incorrect, they may render themselves liable to disciplinary action by the Commission in terms of Rule 11 of the Rules for Engineering Services Examination, 2010 notified in the Gazette of India extraordinary dated 30th January, 2010 and also reproduced below:- A candidate who is or has been declared by the Commission to be guilty of: (i) obtaining support for his candidature by any means; or (ii) impersonating; or (iii) procuring impersonation by any person; or (iv) submitting fabricated documents or documents which have been tampered with; or (v) making statements which are incorrect or false or suppressing material information; or (vi) resorting to any other irregular or improper means in connection with his candidature for the examination; or (vii) using unfair means during the examination; or (viii) writing irrelevant matter including obscene language or pornographic matter in the script(s); or (ix) misbehaving in any other manner in the examination hall; or (x) harassing or doing bodily harm to the staff employed by the Commission for the conduct of their examinations; or (xi) being in possession of or using any cellular/mobile phone/pager or any other electronic equipment or device or any other equipment capable of being used as a communication device during the examination. (xii) violating any of the instructions issued to candidates along with their admission certificate permitting them to take the examination; or (xiii) attempting to commit or as the case may be abetting the commission of all or any of the acts specified in the foregoing clauses, may in addition to rendering himself liable to criminal prosecution, be liable- (a) to be disqualified by the Commission from the examination for which is a candidate; and/or (b) to be debarred either permanently or for a specified period- (i) by the Commission from any examination or selection held by them; (ii) by the Central Government from any employment under them; and (c) if he is already in service under Government to disciplinary action under the appropriate rules. Provided that no penalty under this rule shall be imposed except after- (i) giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf, and (ii) taking the representation if any submitted by the candidate, within the period allowed to him into consideration. 6. LAST DATE FOR RECEIPT OF OFFLINE APPLICATIONS: (i) The completed offline application form must reach the Secretary, Union Public Service Commission, Dholpur House, New Delhi-110069 on or before 2nd March, 2010. (ii) In respect of offline applications received only by post (by post/speed post) from the candidates residing in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul and Spiti District and Pangi sub-division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands or Lashadweep or aboard, the last date of receipt of applications is 9th March, 2010. The benefit of extended time, will be available only in respect of applications received by post/Speed post from the above mentioned areas/regions. In the case of applications received by hand or through courier service, benefit of extended time will not be available regardless of the place of residence of the applicant. Candidates who are claiming the benefit of extended time should clearly indicate in Column 13 (II) of the application form, the area code of the particular area or region (e.g. Assam, Meghalaya, J&K etc.) where they are residing. In case they fail to do so, the benefit of extended time will not be allowed to them. NOTE (I): Candidates should clearly note that the Commission will in no case be responsible for non-receipt of their application or any delay in receipt thereof on any account whatsoever. No application received after the prescribed last date will be entertained under any circumstances and all the late applications will be summarily rejected. They should, therefore, ensure that their applications reach the Commission's Office on or before the prescribed last date. NOTE (III): Applications received through Couriers or Courier Services of any type shall be treated as having been received "By hand" at the Commission's Counter. 7. Acknowledgement of Applications. Immediately on receipt of an application from a candidate, the Acknowledgement Card submitted by him alongwith the application form will be despatched to him by the Commission's office duly stamped in token of receipt of his Application. If a candidate does not receive the Acknowledgement Card within 30 days, he should at once contact the Commission by quoting his Application Form No. (8-digit) and name & year of examination. Candidates delivering the application form in person at the Commission's Counter will be issued Acknowledgement Card at the Counter itself. The mere fact that a candidate's application has been acknowledged by the Commission does not mean that his candidature for the examination has been accepted by the Commission. Candidates will be informed at the earliest possible about their admission to the examination or rejection of their application. 8. Correspondence with Commission : The Commission will not enter into any correspondence with the candidates about their candidature except in the following cases : (i) Every candidate for this examination will be informed at the earliest possible date about the status of his application. Admission certificates, indicating the Roll Nos. will be issued to the candidates who are admitted to the examination. The admission certificate will bear the photograph of the candidate. If a candidate does not receive his admission certificate or any other communication regarding his candidature for the examination one month before the commencement of the examination, he should at once contact the Commission. On receipt of such a communication, Admission certificate or a duplicate copy thereto will be issued to the admitted candidate. Information in this regard can also be obtained from the Facilitation Counter located in the Commission's Office either in person or over phone Nos. 011-23381125/23385271/23098543. In case no communication is received in the Commission's office from the candidate regarding non-receipt of his admission certificate at least 3 weeks before the examination, he himself will be solely responsible for non-receipt of his admission certificate. It may be noted that the Admission Certificate will be issued at the address as photo-copied from the application form filled in by the candidate. The candidate should, therefore, ensure that the address given by him in the application form is correct and complete with pin code. No candidate will ordinarily be allowed to take the examination unless he holds a certificate of admission for the examination. On receipt of Admission Certificate, check it carefully and bring discrepancies/errors, if any, to the notice of UPSC immediately. The candidates should note that their admission to the examination will be purely provisional based on the information given by them in the application form. This will be subject to verification of all the eligibility conditions by the UPSC. (ii) The mere fact that a certificate of admission to the Examination has been issued to a candidate will not imply that his candidature has been finally cleared by the Commission, or that the entries made by the candidate in his application for the Examination have been accepted by the Commission as true and correct. Candidates may note that the Commission takes up the verification of eligibility conditions of a candidate, with reference to original documents, only after the candidate has qualified for interview for personality test on the result of the written part of the examination. Unless candidature is formally confirmed by the Commission, it continues to the provisional. The decision of the Commission as to the acceptance of the application of a candidate and his eligibility or other wise for admission to the Examination shall be final. Candidates should note that the name in the Admission Certificate, in some cases may be abbreviated due to technical reasons. (iii) In the event of a candidate receiving more than one admission certificate from the Commission, he should use only one of these admission certificates for appearing in the examination and return the other(s) to the Commission's Office. (iv) A candidate must see that communication sent to him at the address stated in his application are redirected, if necessary Change in address should be communicated to the Commission at the earliest opportunity. Although the Commission make every effort to take account of such changes, they cannot accept any responsibility in the matter. (v) If a candidate receives an admission certificate in respect of some other candidate on account of handling error, the same should be immediately returned to the Commission with a request to issue the correct AC. Candidates may note that they will not be allowed to take the examination on the strength of an admission certificate issued in respect of another candidate. The Graduate Aptitude Test in Engineering (GATE) is an all-India examination administered and conducted in eight zones across the country by the GATE Committee comprising faculty from Indian Institute of Science, Bangalore and seven Indian Institutes of Technology on behalf of the National Coordinating Board - GATE, Department of Education, Ministry of Human Resources Development (MHRD), Government of India. Admission to post graduate programmes with MHRD and some other government scholarship/assistantship at engineering colleges/institutes in the country are open to those who qualify through GATE. GATE qualified candidates with Bachelor degree in Engineering/ Technology/ Architecture/ Pharmacy or Master degree in any branch of Science/Mathematics/Statistics/Computer Applications are eligible for Master/Doctoral programmes in Engineering/ Technology/Architecture/Pharmacy as well as for Doctoral programmes in relevant branches of Science. To avail the scholarship, the candidate must additionally secure admission to such a postgraduate programme, as per the prevailing procedure of the admitting institution. GATE qualification, however, is not required for candidates with Master degree in Engineering/ Technology/ Architecture/ Pharmacy who may be seeking scholarship/assistantship for relevant doctoral programmes. The overall coordination and responsibility of conducting GATE 2010 lies with Indian Institute of Technology Guwahati , designated as the Organizing Institute for GATE 2010. The candidate must hold a Bachelor's Degree, with at least 50% marks or equivalent CGPA [45% in case of the candidates belonging to Scheduled Caste (SC), Scheduled Tribe (ST) and Differently Abled (DA)categories], awarded by any of the Universities incorporated by an act of the central or state legislature in India or other educational institutions established by an act of Parliament or declared to be deemed as a University under Section 3 of the UGC Act, 1956, or possess an equivalent qualification recognized by the Ministry of HRD, Government of India. The percentage of marks obtained by the candidate in the bachelor's degree would be calculated based on the practice followed by the university/institution from where the candidate has obtained the degree. In case the candidates are awarded grades/CGPA instead of marks, the conversion of grades/CGPA to percentage of marks would be based on the procedure certified by the university/ institution from where they have obtained the bachelor's degree. In case the university/ institution does not have any scheme for converting CGPA into equivalent marks, the equivalence would be established by dividing the candidate's CGPA by the maximum possible CGPA and multiplying the result with 100. Candidates appearing for the final year of bachelor's degree/equivalent qualification examination and those who have completed degree requirements and are awaiting results can also apply. IIMs may verify eligibility at various stages of the selection process, the details of which are provided at Selection Process of IIMs. Prospective candidates must maintain a valid email account throughout the selection process. Note for SC/ST, NC-OBC, and DA Candidates If you belong to SC or ST categories, your caste/tribe must be listed in the Government of India schedule. The caste certificate that you send to IIM should be in the Government approved format and should clearly state: (a) Name of your caste/tribe; (b) Whether you belong to Scheduled Caste or Scheduled Tribe; (c) District and the State or Union Territory of your ordinary residence; and (d) the appropriate Government of India schedule under which your caste/tribe is approved by it as Scheduled Caste or Scheduled Tribe. A copy of the certificate must be sent to CAT Centre, C/O PGP Admissions Office, Indian Institute of Mangament, Vastrapur, Ahmedabad, 380 015. Mention the Voucher Serial Number on the certificate. Failure to produce a copy of the caste certificate will result in the rejection of your CAT registration. The caste certificate must be shown and a photocopy enclosed at the time of interviews. Moreover, the caste certificate must be submitted at the time of joining programmes of any of the IIMs. If you belong to the Non-Creamy Other Backward Classes (NC-OBC), you must produce the NC-OBC certificate duly signed by competent authority and enclose its photocopy at the time of interviews. Moreover, the certificate must be submitted at the time of joining programmes of any of the IIMs. Failure to do so during the post CAT selection process will result in you not being considered under the reserved category. If you belong to Differently Abled (DA) Category, a copy of the DA certificate must be sent to CAT Centre, C/O PGP Admissions Office, Indian Institute of Mangament, Vastrapur, Ahmedabad, 380 015. Mention the Voucher Serial Number on the DA certificate. Failure to produce a copy of the DA certificate will result in the rejection of your CAT registration. The award of Junior Research Fellowship (NET) to the successful eligible candidates will depend on their finding admission/placement in a university/national laboratory/institution of higher learning and research, as applicable A candidate may apply either for ‘JRF + Lectureship' both or for ‘Lectureship (LS) only' He/She may indicate his/her preference in the O.M.R. Application Form/Online Application, as the case may be. CSIR may consider candidates applying for ‘JRF + LS' for ‘Lectureship only' depending on number of fellowships available and performance in the test subject to the condition that they fulfill the laid down eligibility criterion. If a candidate is found to be over-age for JRF (NET) he/she will automatically be considered for Lectureship (NET) only. Two separate merit lists, one comprising the candidates qualifying for the award of Junior Research Fellowship (JRF - NET) and the second of those candidates qualifying the Eligibility Test for Lectureship (NET), will be made on the basis of their performance in the above Test. Candidates qualifying for JRF (NET), will also be eligible for Lectureship (NET). The candidates qualifying for Lectureship will be eligible for recruitment as Lecturers as well as for JRF-ship in a Scheme/Project, if otherwise suitable as per the eligible criteria of that Scheme/Project. However, they will not be eligible for Regular JRF-NET Fellowship. They will be eligible to pursue Ph.D. programme with or without any fellowship other than JRF-NET. Candidates qualifying for the award of JRF (NET) will receive fellowship either from CSIR or UGC as per their assignment or from the Schemes with which they may find association. The candidates declared eligible for Junior Research Fellowship under UGC scheme will be governed by UGC rules/regulations in this regard. The final result of this test may be declared sometime in the month of March 2010 and fellowship to successful candidates could be awarded from 01.07.2010. The result of Paper-I of last June, 2009 NET held on 21.06.2009 has been declared and may be seen on our website Subjects of the test The test will be held in the subjects as given under Chemical Science, Earth Atmospheric Ocean and Planetary Sciences, Life Sciences, Mathematical Sciences, Physical Sciences Education Qualification M.Sc or equivalent degree under the subjects mentioned above, with minimum 55% marks for General and OBC candidates; 50% for SC/ST candidates, Physically and Visually Handicapped candidates and Ph.D. degree holders who had passed Master's degree prior to 19th September 1991. A candidate can also apply for the Test under RA (Result Awaited) category, if he/she is appearing or has appeared in his/her final year (III/IV Semester where Semester system is there) of M.Sc. or equivalent degree examination in subjects mentioned in above during the academic session 2009-2010. Such candidates will have to submit the attestation format (given at the reverse of the application form) duly certified by the Head of the Deptt./Institute over his/her signature and rubber stamp (with address and name) from where the candidate is appearing or has appeared in the final year M.SC or equivalent degree examination. However, such candidates shall be admitted to the Test provisionally. They shall only be considered eligible for JRF-(NET)/LS-(NET), if they are able to produce the proof of having passed the Master's Degree examination in the relevant or related subject with the requisite percentage of marks and within the stipulated time frame. Age limit and relaxation For JRF (NET): Minimum 19 years and maximum 28 years as on 01.07.2009 (upper age limit may be relaxed up to 5 years as in case of candidates belonging to SC/ST/OBC, Physically handicapped/Visually handicapped and female applicants. For LS (NET): Minimum 19 years as on 01.07.2009. No upper age limit. Date and scheme of the CSIR UGC Test The test will be held in two sessions on Sunday, the 20th December 2009. The scheme of Examination as under Paper I, Marks - 200, Timings - 10.00 a.m.-12.30 p.m., Duration - 2-1/2 hrs Paper II, Marks - 200, Timings - 2.00 p.m.-4.30 p.m., Duration - 2-1/2 hrs Negative marking will be made for wrong answers in Paper I. Paper II will be evaluated only in case of those candidates who will be able to secure a minimum of such aggregate marks in Paper-I as may be fixed by the CSIR. Candidates are required to appear in both the papers. A candidate who does not appear in Paper I will not be permitted to appear in Paper II. The questions in papers-I & II will appear both in Hindi and English. Syllabus of the Test Syllabus of Paper I (Section A), subject-wise syllabus of Paper I (Section B) and Paper II is given in the Information Bulletin for this test and may also be seen the CSIR website: www.csirhrdg.res.in Examination centres The test will be held at 25 centres spread all over India, as specified below: Bangalore, Bhavnagar, Bhopal, Bhubaneshwar, Chandigarh, Chennai, Cochin, Delhi, Guwahati, Hyderabad, Lucknow, Nagpur, Pilani, Pune, Raipur, Roorkee, Srinagar, Thiruvananthapuram, Udaipur and Varanasi. A candidate may opt for any of the above centres. No request for change of centre would ordinarily be granted. However, a request in writing for change of centre may be entertained on merits, if received in this unit latest by 20.10.2009 How to apply Option I: Apply through ‘Information Bulletin' By hand: Candidates applying for the test may obtain the Information bulletin and application forms (inclusive of fee payable) through the branches of the Bank notified below in para 5.4 (within the prescribed dates) by paying the following fee in cash General category: Rs. 400/- OBC: Rs. 200/- SC/ST/Physically or visually handicapped: Rs. 100/- By Post: The Information bulletin and application form may also be obtained through Value Payable Post (VPP) from the Indian Bank, 3/1, West Patel Nagar, New Delhi-110008, by sending a crossed Demand Draft for Rs. 400/-. Rs. 200/- or Rs. 100/- (as the case may be) drawn in favour of ‘Indian Bank, West Patel Nagar, New Delhi' payable at New Delhi. For this purpose, the candidate should send a request to the Bank with two self-addressed slips clearly mentioning the address at which he/she desires the Information Bulletin and application form to be sent by Value Payable Post (VPP). As above mentioned Bank will entertain the request for forms through post from Tuesday, the 25th August, 2009 to Wednesday, the 16th September 2009 only, hence, candidates are advised to send well in advance so as to reach their request within the above said period. The candidate should write his/her name, Date of Birth, address, date of Examination (20.12.2009) and subject code on the back of the Demand Draft so that it can be located easily, if it gets detached accidentally from the letter of request for supply of Information Bulletin. However, before attaching the draft with letter of request, the candidates should check that it bears the code number of the issuing bank and drawee bank and also amount and signatures of issuing authority. Option II: Apply through online application Interested and eligible candidates may apply for this test online through a link available at CSIR, HRDG website: www.csirhrdg.res.in. In order to apply Online the candidates are required to download Bank challan performa from the above website and then deposit the requisite examination fee in any of the Indian Bank branches through out the country. The examination fee for the online application is same as mentioned above. Candidates after successfully submitting application online are required to take print out of the application form, paste his/her recent black and white photograph, put his/her signature at the required space, attach requisite certificates an send along with CSIR marked copy of fee deposited bank challan in an envelop to Sr. Controller of Examinations, Human Resource Development Group, Examination Unit, CSIR complex, library avenue, Pusa, New Delhi-110012 so as to reach on or before 29.09.2009 (06.10.2009 for remote areas). Online applications with out hard copy or bank challan receipt of incomplete in any respect will be summarily rejected. With a view to providing degree and diploma courses in engineering to ambitious students, the Indira Gandhi National Open University - School of Engineering and Technology (IGNOU-SET) has set up its centre in Tiruchi district.  Barely five months after the service charge on using Automated Teller Machines (ATMs) of other banks was scrapped, it will be re-introduced if someone uses this facility more than five times a month, a high-ranking banking sector official said in the city on Friday. The Indian Banks Association (IBA), the representative organisation of private and public sector banks in India, has proposed that instead of allowing an unlimited number of free transactions at another bank's ATM, there should be a limit of up to five free transactions a month. "Beyond five transactions, we propose to levy a transaction fee of Rs 20 per transaction for using another bank's ATM," said IBA Deputy Chief Executive K Unnikrishnan. The Reserve Bank of India (RBI) has accepted the IBA proposal, but it will be implemented only by October, Unnikrishnan told IANS here Friday. A RBI spokesperson confirmed the development. "It will be optional on the part of the banks to levy this charge on customers. We have not made it mandatory but left it to their (banks') discretion," Unnikrishnan said. He explained that since the RBI's permission has been taken, it would not be improper on the part of banks to levy the charges if they wanted. There are a little over 40,000 ATMs in India, of which nearly 30,000 are in urban centres and metros. The remaining 10,000 are in semi-urban centres with only a sprinkling in rural areas. There are around 80 public sector, private, cooperative and foreign participating banks in the ATM network in the country. After the ATM transactions fees on using other banks' ATMs was scrapped in April, the IBA studied the entire gamut of ATM transactions. "We found that a majority of the ATM transactions were in the range of average withdrawals of Rs 3,500 to Rs 4,000, and 90 per cent of all transactions were below Rs 10,000. Hence, the intended purpose to serve the common man was achieved," Unnikrishnan said. However, there was a small minority of users who withdrew very large sums on account of high card limits given by some banks to privileged customers. At the other extreme, there were some customers who withdrew miniscule amounts, or made other kinds of inquiries. This created several logistics problems causing avoidable expenditure for banks at the cost of the common user, he said. Taking into account these and related aspects, the IBA submitted a proposal to RBI last month. "We shall give sufficient notice to the customers before implementing it, and individual banks can also inform their customers about the proposal and whether or not they would charge their customers. It will give time to effect suitable modifications in the ATM programmes to implement it," Unnikrishnan said.

The Lok Sabha on Tuesday passed what Human Resource Development Minister Kapil Sibal termed "historic" legislation providing for free and compulsory education for all children in the 6-14 years of age-group. "This is the first time an effort has been made to universalise education in the country," the minister said, adding: "We have been talking about it for the last 16 years." He said it was high time "we gave every child a legal right" to education. The Right of Children to Free and Compulsory Education Bill, 2009, that the Rajya Sabha had cleared July 20 was passed by the Lower House by a voice vote, and Sibal, who piloted the measure, gave a clarion call to all states to cooperate with the Central government in implementing the measure. There were as many as 20 cut motions from the Left parties against the proposed legislation but these were defeated on the floor of the house. The Bill will now go to President Pratibha Patil for her assent before becoming law. "There is no politics here, this is a partnership between the Centre and the states for India's future," Sibal maintained. "This is a national enterprise. All state governments, us and civil society organisations are part of it." The minister said there were "10 historic things" in the legislation. Enlisting these, he counted free education, compulsory education, insistence on having a national curriculum and quality education that gives three years' time to schools to set up physical infrastructure or face de-recognition. Sibal said every school in India would have to fulfil infrastructure requirements and the states have been advised to set up recognition authorities. "This is the first time such a leap forward had been taken," the minister added. Among other firsts, he said to ensure there were properly qualified teachers, the legislation would give under-qualified teachers five years to acquire the necessary academic credentials. Simultaneously, the states would be told that all new appointments must meet qualification standards prescribed by an academic authority. The legislation, in what the minister said was another historic move, calls for 25 per cent reservation in private schools for disadvantaged children from the Scheduled Castes, Scheduled Tribes and socially and educationally backward sections. He said the states have been given the liberty to decide the disadvantaged classes whose children would be eligible under the 25 per cent reservation category. However, the law would make it mandatory when the model rules were framed for its implementation that children with disabilities were mandatorily included among the disadvantaged children. "This will be the first time in India that disabled children are integrated with the school system," Sibal said. |

FAQ on CAT 2009 online Q1: I hear that CAT will be held online. Is that correct? A1: CAT is going to be a computer based test (CBT) and not internet based test (IBT). I.e. Candidate does not take the test on an internet site. Instead of reading the questions in a paper booklet and darkening the ovals on the answer-sheet, a candidate will read the questions on a computer terminal and choose an answer by clicking on the correct option. Q2: I hear that CAT will be a computer adaptive test. Is that correct? A2: No, CAT is not going to be a computer adaptive test. Q3: Will the format of the test change? A3: The format of the test will remain more or less the same except that a candidate reads question on a computer terminal and clicks on the correct answer. Q4: Can I take the test from any computer? A4: No. A candidate will take the test only at designated test venues in about 25 cities across India. Detailed information will be provided in the CAT 2009 advertisement. Q5: But how do I do rough-work and calculations while arriving at the answers? A5: At the test venue, each candidate will be seated at a desk with a computer terminal and he/she will be provided with a writing pad with numbered pages for calculations. After the test, candidate must leave the pad including all the pages in it at the desk. Rough-work cannot be done on any other paper/sheet as nothing will be allowed to be taken inside the test hall. Q6: Can you give more details on taking test in a CBT format? A6: We will be giving more details at a later stage. Q7: But when is the CAT 2009 advertisement going to appear in newspapers? A7: Advertisement for CAT 2009 will appear during the later part of August 2009. Q8: How much is the test fee for CAT 2009 and how do I pay? A8: Candidate Testing Fee is Rs. 1400 (Rs. 700 for SC/ST candidates). A prospective candidate buys a CAT 2009 Voucher from designated locations/bank branches after advertisement appears in newspapers. Sufficient time will be given for purchasing the voucher. More details will be available on our websites after the advertisement appears in newspapers. Q9: How do I register for CAT 2009? A9. The Voucher bought by the candidate gives instructions on how to register for CAT 2009. At this time, it would suffice to say that candidates are expected visit CAT website to register for CAT 2009. Sufficient amount of time will be given to register online. More details will be given in the advertisement and the voucher. Q10: How do I get my admit card for the test? A10: After you fill-in, review, and submit the registration information during online registration, you will receive an email containing your Admit Card. Q11. Does that mean I need to have an E-mail account? A11. Yes, you must have a valid E-mail account throughout the selection process. Q12: What do I need to bring at the time of test? A12: You must bring the printed copy of the admit card, one picture ID, and any other ID not necessarily with a picture. Do not bring any other material and personal belongings with you, for no personal belongings and materials will be allowed in test-hall. More details will be provided later. Q13: Can you please tell me when will the CAT 2009 be conducted? A13: CAT 2009 will be conducted during a ten-day window starting at the end of November 2009. A14: No, a candidate can register to take test only once during the CAT 2009 testing window.
